Joey is a practical man who values taking decisive action to minimize loss, making the smallest sacrifice possible at a given time. He also seems to value looking at history to avoid repeating the mistakes of the past, and to right past wrongs.

Despite his striving to be decisive, however, he occasionally second-guesses his own helpfulness and actions. He laments to Rem that he's no good with kids and can only teach Vash and Knives technology and history; he admires the way she can teach them concepts like kindness and the value of the future. Later, when Joey flushes Rowan out an airlock to prevent him from shooting Rem, Joey wonders if he'd misjudged the situation and had taken Rowan's life for no reason.
